Help our friend Sharon fund.

My name is Jared. I have been close friends with Sharon for some time now. I currently work on the West coast in the cruise line industry. Presently I am unemployed until Feb. 2018. So I drove my little RV from Washington State to Galveston to help Sharon move  back into her house, (or so I thought) since the city grant office told Sharon her house would be completed by the end of November 2017. Sadly, that did not happen. I am trying to do all I can For Sharon including starting this campaign for her, but I, like Sharon, have limited resources. Let me explain.  For over 2 years, Sharon Michelle Davis (who just turned 71) has been in limbo. She received approval for a Federal grant on June 24th 2015 and has now been out of her house for over 7+ months although she had only agreed to 60 days. Now she has been forced to live off the charity of others who also have limited incomes. How did this happen? Well what should have been a blessing has turned into a nightmare. The Federal grant money was filtered through the city of Galveston "Grant Office"  administration to fix up her old house that needed many repairs. Now what should have taken only 6 weeks to accomplish has dragged on for months leaving Sharon to fend for herself. The city receives federal grant money which is filtered through the local grant administration. The funds are leaned against the homeowner for 15 years. If Sharon is forced to sell the house for some reason inside that fifteen year period, the remaining balance is taken out of the sale price and given back to the city. So it's not exactly "free" money as you would think. So imagine signing a contract to have over 180 thousand dollars leaned against your house only to find out that you are being overcharged for shotty and incomplete work that is unfinished. Now it's apparent that all work stopped and there are possible missing funds! Meanwhile, the local grant administration has not offered to help Sharon with any temporary housing. Instead they told Sharon that she can be "allowed" to live in her back yard but not in the house because it is a construction site. However the contractor is NOT working and no answer is forthcoming as to when her house will be made liveable again, how much money was given to the contractor, what money is left, and where it went.  As of this writing, no work is being done on the house now that we can observe. The city claims there IS and is blaming Sharon for the delays. Again, the grant was approved for 183 thousand dollars to be leaned against her house. Sharon signed a contract for it. It is my estimate that about $40-45K has been reasonably spent to the contractor and the house, much of which has been left torn up and unfinished. Now all work has stopped because the grant office is "Looking For More Money"..(!) WHERE is the rest of the money being leaned against Sharon's house?  In the mean time, the grant office has NOT offered to provide any assistance for Sharon's housing, only telling her that she could camp in her back yard ( just right of the dumpster) where there is no working utilities. I am letting her use my little camper for now, but it is not practical to keep it there in the backyard of the house for the reasons stated above.  Sharon is a dear friend. She is on a fixed income. People who know her know she has devoted her life in service to others. She has changed many lives (including mine) with her spiritual insight and talent. For two years prior to the contractor starting the work, Sharon was assured she would not have to move out of her house. However the contractor insisted she move herself and ALL her belongings at her own expense just prior to construction. In this process, Sharon took a nearly fatal fall off of a ladder knocking out her front teeth and putting her in the hospital with a serious head wound and brain clot. She is still suffering from the concussion and nerve damage. The doctor insisted she not have any stress. Well, you can only guess how that's going. The money donated will go to getting an affordable place to stay, funds to make the house habitable again, medical and dental bills and funds for future legal assistance if needed. (Which now to me looks likely) Many questions need to be answered here. What amazes me is that the grant office is OK about leaving a 71 year old senior citizen to fend for herself and to camp out in the winter time in her back yard during the Holidays.  If it was THEIR Grandmother in this situation, I doubt they would treat her this way! I don't know about you but I am livid!  As you know, times are tight for many people as it has been for Sharon. Anything you can contribute will be vary much appreciated even if it's writing a letter to the city council of Galveston or the Mayor, anything would be appreciated as we shine some light on this shadowy business. Sharon wants to make sure this does not happen to another unsuspecting person. When Sharon was told she would receive Federal funding to fix her house she was thrilled since she could not afford to make the repairs herself. Had she known the nightmare facing her (now going on for two years) she would have never accepted it.  At the time, Sharon was grateful to accept the lean agreement if the contract was followed. On many levels it wasn't.  It has been over  7 months now counting without any end in sight.  It is undetermined at this time when her house will have running water and electricity / working sewer or when the Galveston grant office will let her back into her house. As of this writing, Sharon has not received an answer or any help from the grant office of the city of Galveston. Help us get this resolved. We want to get Sharon out of her back yard and back into her house.  Thank you so much for helping this dear person. P.S. Letters to the the Mayor of Galveston should be addressed to J. Yarbrough. At this time, we are looking for a licensed contractor who can do an inspection of the house and compare  what work has and has not been done according to the work order, if it's finished and of what quality.  Thank you.
